I have just watched someone I (scarily) believe to be a voter on television say "Barack Obama is the worst President in the history of the United States".

Now, as an immigrant I don't have that much knowledge of American history, though oddly I seem to know at least as much about it as your average American. But let's ignore history. If you can live through the "Bush the Idiot" presidency and still say that Barack Obama is the worst president ever then you are, in my opinion, less than qualified to vote.
